I tried the substreem still have the same issue remotely, even tried viewing 1 camera at a time.

it's not a bandwidth issue I have 2 nvr's port 8001, and port 8002 different device numbers. checked ports and working correctly. one is working fine, the other can only playback recordings and not live view. I think I need newer firmware. I feel I checked everything else.
