hikvision dvr power on only need help here...

Brand: Hikvision
Model: DS-7216HGHI-SH (16CH)

Problem: Power on only/blinking lan/no display/no beeping

Action Taken:

1. removed hdd
2. change power supply
3. removed front panel assembly
4. cleaning
5. follow this steps via ttl-serial but can't connect it on putty

is there any suggestion how to deal or solve this problem?

If the connections are correct and the USB to TTL device is the right type and working - and there is no output from the serial console, the device has completely failed.
