I want an outdoor fixed POV camera that will make a good wi-fi connection (through a concrete wall) and, most importantly, will stream to http or https without any plug-in required. Is there such a thing? Thanks.

Wifi is strongly disadvised. Seriously, how thick is the concrete wall? Very thick? Wifi probably would not get very far. Not so thick? Drill a hole and run Cat-6 Power Over Ethernet to a camera mounted on the other side.

PoE is a possibility. Streaming over http without a plug-in requirement is a must. Recommendations?

No plugin needed on this model, it uses the websocket protocol : Review of the Hikvision OEM model IPC-T2347G-LU 'ColorVu' IP CCTV camera.
