No joy, connected poe+ to the switch and also tried running to my laptop no network activity or anything from the camera, may have to crack it open and see if something came unplugged

You can use any floor switch you want with a midpsan, yeah it has more cabling but you can buy a bulk of prefab patch cables for cheap.. I have all my wiring going into a patch panel, then through the PoE Midspan, and then into my 48p floor switch.. I went this route because a HiPoE 48P GigE floor switch was well out of my budget and I dont have a need for that many powered ports.
Don't mean to hijack this thread;). You are quite the pro! I've seen my share of computer rooms with rows of racks, patch panels, and cabinets. Patch panels give you a lot of flexibility to reconfigure your wiring. I would if I could, but no room for patch panels and racks in my house :)

I wonder if I killed it by under powering it, that doesn't seem likely though.

underpowering shouldn't damage anything, I take it you've been testing it on the bench?

I had to connected and working for a week or so in the living room and it worked perfectly fine so yeah I guess that would be bench testing, because it had been cold and I didn't have a test rig yet, climate controlled, all that. Built the rig Friday and mounted the bullet and turret, tested the turret over the weekend because that's what I was gonna mount first, went to hook up the bullet Sunday and nothing, strangest thing ever, like it's a dud.

so it you put it back in the living room its still not working with the original connections?

have you tried external power yet?
It is back in the living room, I've tried the Poe injector, Poe+ injector, I also tried a Poe splitter which I would assume is the same since it used the power plug and not the Ethernet to get the power. I've not tried a wall wort, I've got the one that came with the PTZ but I think it only had bare wires, I'd have to rig it up. It doesn't make sense though that stuff that worked before now doesn't. Tried a couple different cables also even though those all worked fine with the turret. My cables are all 5e or 6.

Has the network address been corrupted? Run your network scanner?
I've reset the camera repeatedly, well I pushed in the button, I haven't seen any network activity from my switch or laptop NIC, like when you plug the camera into the injector and the other plug into your laptop you should see blinking lights even if the IP is on a different subnet. When I power it up I don't hear anything, see the ir lamps come on, nothing.

your getting a link light on the switch? and power? if a cable came loose internally you'd get neither of those

this camera has an IK10 vandal rating, meaning: Protection against a 5Kg object dropped from 40cm

tha'd had to ben a hell of a bump to do any damage to the thing.. the dahuas I have disassembled, the entire ethernet and power were a single plug on the board, audio/alarm-io was another plug.. and it took enough force to remove the plug that the potential for damaging it was very high.

No, I get nothing on the switch, on the Poe+ injector I get lights but they don't blink, it's like there's no NIC activity on the camera.

I believe you, I didn't say the bump did anything, that was just something that happened, I connected it up the same way I always do and it does nothing.

so your switch isint getting a link light, thats no good.. it should do that a few seconds after powering up even if its not booting up.

Andy claims it has a heater in it, and spec sheet dont.. I'm betting it draws alot more than that spec sheet indicates, perhaps you burned up the heater and its shorting out the power.

If he gives you a blessing to crack it open and retaining warranty, I suggest finding that heating element and unplugging it.

You were powering it off of a pretty basic 48v passive poe injector earlier iirc?

Yes, and it was working fine for probably a week or so, I don't remember seeing anything about a heater in the web interface, it did mention a defog.

it'll turn on/off automatically and u have no control over it.. Andy's store is the only indication this has a heater: DAHUA 2MP Starlight IR Bullet Network Camera with heating function no Logo IPC HFW8232E Z, free DHLshipping-in Surveillance Cameras from Security & Protection on Aliexpress.com | Alibaba Group

The black face PTZ I have when I took it apart I found a header marked HEATER on the board but nothing was plugged in, and I saw no mention or options for anything to plug into it.. I suspect these higher end cameras have support for it internally, and it might be possible for Dahua Distributors to get them pre-installed, and thats what Andy did..

Perhaps it never turned the heater on until you took it outside, then it activated and burned its self up in short order.. thats what I'm hoping for, it'd be an easy fix.

Try the 12v barrel jack before you do any other troubleshooting.

so then I would just need another heater module if I wanted to have a heater on it, or disconnect it?

Okay so I have one of these Amazon.com: USG PoE Splitter To Power Non-PoE Cameras: "Splits" Incoming PoE Signal To 12V DC Power + RJ45 Ethernet Video, 10/100Mbps, 15.4W Per Port, IEEE 802.3af, True Plug-&-Play, Auto Detect, Designed For HD IP Video Surveillance Systems: Computers & Accessories I'm assuming I can't run POE+ through it though?

SO as a quick thing just to verify what everything should look like when working, the data light comes on the POE+ injector when you plug it into the switch the power light comes on when you plug into the camera, and the link lights and stuff blink at the switch, solid lights on the injector. When I plug into the bullet, everything lit up on the injector, no lights on that port on the switch so yeah, no activity, I'm assuming like nayr said maybe something is shorting out, suck.
