Thank you sir! That resolved my problem. I was making the adjustments in the lan and wan boxes on the LOCAL BI and not the app. I made the adjustments on the app and now I can only access my LOCAL BI while on VPN or connected to my LAN.
Great. fyi you cannot make adjustments on the server for the lan or wan address, the lan will be your pc's address and the wan your external ip..its there for informational purposes.

If you're using a VPN, u don't change the WAN, u type the LAN address in the WAN settings in the BI app.

Also, the WAN is determined by you in your router. Unless u have a dual Modem/Router from your ISP. And if that's the case I'm not sure u can set up a VPN on it.

Hi Thanks I was about to post
I have BlueIris App on iPhone6.

System
Router Draytek Vigor 2860ac VPN server and Godaddy Cert installed
BlueIris running on Windows Home Server 2011
Stunnel 5.41 Windows Home Server.

Blue app setup as follows

LAN https://192.168.0.15:1440
WAN https://myip.biz:1440 <have registered domain name and GoDaddy cert

Can connect and view both inside and outside the home network, great

On the iPhone setup DrayTek VPN app with mOTP, removed the WAN entry in the App
the app fails to connect when outside the network and VPN connection established.

Set the BlueIris App to connect directly, bypass Stunnel, still no connect.

Whilst I can successfully make a secure connection via Https, would have been good to connect via VPN, or am I asking to much?

Found your post, changed wan address to internal address, connect first time, so many thanks.

I know this thread is old, but

enter your LOCAL BI IP in the both the lan and wan boxes.
Is what fixed my issue.

I was entering my DDNS host name in the 'Remote, external (WAN/Internet) access' field. I put the 'Local, internal (LAN) access' information in the Remote field and my BI app worked.

Thanks @fenderman

The entire point of vpn is so that you dont port forward. Disable port forwarding..if you properly setup the vpn and connect to the vpn from your mobile phone, you will be on your local network...enter your LOCAL BI IP in the both the lan and wan boxes.
Started troubleshooting by going through my firewall rules but didn't see any problems. This got me connected to BI while on VPN. Thanks @fenderman
