This SUV was first captured just before 1AM cruising the streets below our hill. It appears to have a camera attached to the roof. A few minutes later it drove up the hill past our house then returned to drive up the other street. In the final capture it resumed the driving pattern below our hill. Kind of looked like some type of mapping vehicle outfitted with reflectors on the rear bumper. Just seemed kind of strange.

Lots of possibilities.

-I've seen county and pd vehicles fitted with a variety of cameras and senors driving the streets including at night but usually not that late
-Someone from waymo or uber or a dozen other companies trying to make self driving cars doing some night testing / data gathering.
-Some debt collector/repo's alpr rig

Yeah it's most likely a roof mounted ANPR system, very similar to this:

Be looking for stolen or expired license vehicles.

could also be a debt collector or just a private party. There are companies that will pay for the data you can gather with a rig like this.

I've heard it rumored that state agencies prefer to use private parties for some purposes, because some laws are more strict about what can go into government databases and how long it can stay there.

That might be a unmarked police stingray unit collecting cellphone data.

You know its a surveillance world when our cams shoot "their" cams!
I was sitting here watching my cameras one day and a Google vehicle drives by. So you are right. By the way I had the garage door open and was taking a break from some work I was doing in the garage. I was hoping the camera did not "see" inside my garage.

After the previous capture I widened the view of this camera to see a few more streets at night. The next morning this was captured. This looks like a county sheriff vehicle passing this corner house twice just after 3AM and lighting up the outside. What's interesting about this capture is after the sheriff vehicle leaves the area (happens exactly 5 seconds before the end of the video) a person suddenly appears about two houses away on the sidewalk and starts walking toward that corner house. I'm wondering if the sheriff may have just missed this person or if it was just a strange coincidence.

I had to watch the video 4x before I saw it. You do have a good view from that position!

Indeed, I am guessing this:
"Someone from waymo or uber or a dozen other companies trying to make self driving cars doing some night testing / data gathering."
