Replacing a damaged Axis Q6035-E

I have had an Axis Q6035-E camera since 2012 that is mounted 45' high on my radio tower. It was damaged by lightning and insurance has allowed $3100 to replace it. I will do the install as my tower can be lowered. I also plan to install a more robust surge arrestor system to help keep transient spikes from doing it again.
The axis Q6035-E was 1080p with 20 x zoom. The other specs are online. I am not dead set on Axis but want quality that will last years. I actually used this camera a lot for anything from seeing who was at the gate to reading the clock on the courthouse 6 miles away. The way the insurance works is I have to spend the whole amount to get the whole amount. They have already paid me $400 or and owe me $1600, the $1100 deductible is the difference. If I only spend $2000 I only get a $600 check, $3100 I get a $1600 check so its seems to make sense to use it all. That being said good long range night vision would be cool, the highest possible zoom would be cool and the highest possible resolution etc would be cool. I would also prefer to not need a DVR but be able to use on if that plan changes. I would also like reliability of course. With the axis camera I just log into the camera and can easily control it with a mouse. Please make some recommendations on a PTZ for the task and maybe a place to purchase, rough guess on price etc.

Another feature that may help me is image stabilization. I say this because the camera is mounted to a tower that has a long horizontal mounted antenna at the top and the wind will slightly twist the tower making the image hard to view. The camera that I have now is mounted in a dotworks case because it was an Q6035 and not the 6035E so I made the indoor version into the outdoor version using the dotworks housing. Not that the case is relevant to my future needs just throwing that out there.

Most new PTz's support some sort of AIS. Auto Image Stabilization. In most case's it won't turn it into a steady cam, but it can help.
