This came from the owner of the car that was hit. There is some speculation about what's happening with the other guy at upper right (who is maybe holding a stick?) just before this happens. Don't know more except that the rider was taken away in an ambulance, and the police called a tow truck to take the bike.

To me, it looks like the guy standing next to the motorcycle was trying to fight the guy on the bike. His stance looks a little aggressive. The biker tried to get away, and crashed into the car. After the crash he just walks away, so he did not care about it.

Geez people, take 5 minutes to learn how to export video, instead of using your phone. 
Yeah, bet the cycle guy should have stayed on the ground and not been walking around.

The hunched over guy walking up appears to be the guy with the stick earlier.
I had to rewind and look at him again, and yup it looks like him, minus the stick.
