Not sure about what it does (this wiki describes it News/H.264 Plus vs. H.264 - Dahua Wiki), but I do know that with Smart Codec Enabled, you loose IVS features (even if your IPC supports them).

I've seen this in some poorly done Chinese to English translations user interface translations. They use Open/Closed instead of On/Off

no, 265 is not a smart codec...the smart uses less bandwidth but may not be compatible with some vms/nvr's and also disables some ivs functions.
I think that what smart codec does is, among other things, change the encoding to not use normal full-frame iframes. A lot of decoders don't like that.
