4k preview/live view - high cpu

I have a 10 cams running 1080p @15fps d2d, intel only, continuous recording to 2x 8TB purples. The box is i7-8700k, 16GB RAM. Running headless or no display im at 10-12% cpu. If I fire the console up for live view on a 4k TV, 4k resolution, CPU runs around 60% with 50% of that being the console instance of BI.

The use case is a 50" 4k TV serving as a security monitor. The cams are broken into 4 groups with the top 2 cams being the same in each group, essentially cycling the other 8 cams in the bottom 2 slots.

I can run UI3 in 2160 profile on the same machine at 15% cpu, the only issue is the occasional pixelation as the scene changes. I can also run JPG HD (modified Quality to 100) and CPU is 14% but fps is 5ish.

unchecking "also BVR" under the hardware decoding tab seems to have some positive impact on the CPU in console mode but not sure what I may be giving up. I dont have an issues with ghosting or dropped frames, everything is smooth just not sure why the console draws so much CPU vs other methods. Is this normal?

Im going to drop a GPU in to handle this output (being sure to re-enable the onboard chip for hardware decoding) to see what that does for it, otherwise I guess I'll have to choose high cpu or web streaming?

So I have determined that after a reboot, scaling up the display, even to only 125%, and back down to 100%, resolves the issue. Im not sure what is causing this, im sure windows is attempting to interfere in some fashion but as of right now, with 2 web streams remotely, and the local console up, I am at 12% cpu, where I would expect it to be.
