The two main challenges to doing this are long focal length and IR range. You are going to need a relatively long focal length. The exact length will depend on imager size and resolution but to get somewhere in 50 to 100ppf at 200' distance, you will need a focal length of 20 - 50mm. At the same time, you (probably) will need a camera that delivers IR at 60+ meters (i.e., 200' ~ 60 meters). Important to keep in mind that most cameras overspecify their IR range so even if you get a camera specified for 60m IR range, the IR illumination at 60 meters will be fairly dim.
Net/net, it's possible but you may need to experiment with a few cameras. If you can afford it a PTZ would work well here as they tend to be designed for local focal lengths plus longer IR ranges than a typical bullet fixed camera.
