Solution:

Problem is FIXED! I disabled "NAT Acceleration" and it instantly was better. This setting must have been enabled with some firmware update.

So I have been beating my head against a wall trying to figure out the source of this problem. Anytime I am on LTE and try to access the BI app it takes forever to load (see video). When I connect it to home wifi OR connect it to my VPN (over LTE) it works great.

The router I am using is: RT-ACRH13

Things I've tried:
Rebooting router and modem
Fully reset router and modem
Made sure "Enable DoS protection" is turned off
Disabled for testing Windows firewall
Unplugged all but 1 camera (to see if they were putting a strain on the network)
Updated router to latest firmware

Also, this problem happens on my iPad, wifes iPhone and my Android phone so its not an app problem. Its an ongoing problem that has been going on now for about 2 months

Try disabling DDOS protection

Does UI3 have the same problem? Terrible with direct connection through forwarded port, but fast when connected via VPN (in both cases, connecting with wifi disabled)?

Well that is pretty odd. It does sound like probably some funky router setting that might be throttling incoming connections, but it sees the VPN as just one connection and therefore is not throttling it.

Sorry I just deleted that post ... UI3 on LTE + VPN lags like crazy too... but LTE + VPN on BI app works perfect

And you are confident that you disabled wifi for all your VPN tests?

Try connecting directly to your public IP, not using a domain name, to rule out any possible issues with DNS. Though this really seems like a long shot.

Yes... 100% sure wifi disabled on all lte test.

Connecting via public IP instead of DNS still results the same. What is strange is BI app + VPN + LTE works perfectly fine: see below (although its not as fast as wifi)

But UI3 + VPN + LTE lags like crazy and has the issue

The only other thing I can try... which will be a pita to do ... is eliminate the asus router out of the equation and just use my ATT router to test

Just brainstorming, but what addresses are you using in your console webserver settings for lan and wan, and also in your bi phone app settings? (Not actual #'s)

Here's a picture of the routers log:

Not sure what that means but it shows up when I connect with BI app in LTE

Is that at&t router is bridge/passthrough mode or are you double NAT. If port forwarding is being used it has to daisy chain in the right order of addresses if that at&t router is doing any residual firewall activity.

ATT router is in passthrough mode. Settings in BI web server match if that's what your asking

Your asus wan ip is your isp provided ip correct? You've verified all port traffic being passed through at&t router?

Not sure how to verify port traffic being passed through att router. When its plugged into the asus router it (the att router) is longer able to be accessed.

What is strange is I just plugged my computer directly into the ATT router and did IPCONFIG... it shows a weird 172.16.x.x address and when I go to check my public IP address it shows:
2600:1702:4210:xxx:xxx:xxx:ec03:3b71

Yes the asus wan matches the isp provided IP
I looked and my att router is in DMZPlus mode and is forwarding all traffic to my asus router

Att router is Pace 5268AC
Does not support a true bridge or passthrough mode. Dmz of your asus ip is the closest it offers. I ran into this recently at a customer site and found running the at&t as a normal router and port forwarding blue iris port to the asus address behind it, and port forwarding in the asus to the blue iris pc was the most reliable and fast access when a vpn is not an option. Your pace at&t router is causing your issues in current configuration. It will be double nat the way I described, but it does work.
