Works great at home and as soon as I turn off wifi it can not connect. Data is turned on for blue iris.
Thinking it was a data problem I tried the wifi at my parents house and it will not connect there either.

Your router is blocking remote access as it should. You need to setup a vpn(secure) or port forward(not secure)

As mentioned by @fenderman above, the less-secure method of port forwarding is covered in BI's built-in help:
Go to BI "options", "web server", click on "Help" button at lower right corner of that window.

Thanks guys, haven't had much time to get on this but I did get into my cisco DPC3825 router controls. There is a security section that has 3 tabs, I think I may be getting close to the right spot haha Would this way be the secure or non secure way?

To simplify things... replace the cisco router with a ASUS route. Asus routers support openVPN. It takes less than 15 minutes to set it up.
OpenVPN will work easily as long as you are not using a cell service for your internet. And you have an IP4 address.

Who is your internet provider and do you have a seperate modem ?

Great! I appreciate it
I am with Cogeco and the cisco dpc3825 modem is rented from them for $2 a month to run the wifi. I have no other router or modem.

The RT-ac1990P looks good to me for a router, but.....
the dpc3825 will need to be configured as a modem only. This may not be possible,
Read and study before spending money.

I read some of the documentation on the dpc3825 and its VPN passthrough settings are very different from what i normally see.

Look at google for info on bridge mode, passthrough, disabling wifi for your modem router . How to add your own router .....

Getting quite technical for a non tech guy, kinda what I was afraid of..

If my dpc3825 has its own VPN passthrough settings does this mean I might not need the extra router?

If I do need a router it would make sense to eliminate this Cogeco modem that I pay rental on each month and just get my own router as my internet and wifi?

If you get rid of that, you won't have a modem to get your Internet.

Lets talk terminology:

A modem, be it cable, DSL or 4G/LTE cellular wireless, obtains the Internet and passes it on to a router, where, among other functions, a DHCP server hands out IP addresses to device on the LAN (Local Area Network).

A combo unit will have the modem section, a router section and generally, a wireless access point, which also gets the IPs it passes on to wireless devices from the router portion. That's likely what you have.

Most modem/router combo units supplied by ISP's do not provide all the features desired in many instances in the router portion so one would want to turn off the router portion of that combo unit, put the modem into bridge mode so that the modem portion only obtains the Internet and a more feature-rich router can be used outside the combo unit to provide IP's to the LAN, port forwarding (not recommended), VPN (recommended), and other things.

I ended up talking to the technical help department at Cogeco and they said that once I get a new router call them back and they will guide me through setting my current one to modem only and hooking the new router up.
Then I can set up the Asus openVPN and use the blue iris app!!
Best buy for the router above asap :D
