Need an advice, ~$3k budget for BI server

This is what I have currently Xeon ES-1220 v3 @ 3.10GHz, 20GB RAM
35 cameras (HIKVISION DS-2CD2442FWD-IW at low Resolution), 10 FPS live stream

It looks like my budget will be around $3000. I would like to bum up some resolution as well and more cameras will be added by the end of this year and growing by 2-4 each year.

What would you suggest to build?

It is a shame to not run cameras at native resolution. Running all 35 cameras at 4 MP, 10 FPS would be 1430 MP/s. This is getting pretty close to the limit of what even an i9-9900K CPU would handle when well-optimized. You may want to consider waiting a little bit and building a system based on AMD Ryzen 3950x instead. You will forego Quick Sync hardware acceleration obviously, but the improved CPU performance should more than make up for it.

So, you are saying even an i9-9900K CPU would only handle lowest resolution at 10 FPS?

In a commercial setting like this i would suggest spending 2500 on 35 digital watchdog ipvms (nxwitness). Free upgrades for life.
But why? What do I gain? I am sorry for being out of the loop here
