I have an issue where I'd like to try to uninstall BI5 and re-install it (full install) to see if it fixes the problem.
I've exported the BI registry from BI5 settings.
Two questions:
1) Will I need to de-authorize the installation, uninstall it, re-install it and re-authorize it with my key?
2) If I restore/import the BI registry will it restore all software settings, including all camera specific configurations or are there some settings I'm going to have to do over manually?
If anyone has done this and can tell me for sure, I'd appreciate it.

1-Yes
2-Yes, but, there is always a but, importing settings can some times also re-introduce problems that you are trying to solve.
The only pure clean install, is to delete the Perspective Software entries in the registry after you've un-installed.
Then set it all up from scratch. YMMV
You can always try the import, and if you still have issues, delete the registry entries and start over.

Ah but how do we backup just our cameras and their settings?
I had BI on my S drive but fragments a lot. so I installed a new 2 tb SDD and tried to do a fresh install but it keeps populating bi and it's directories on my old S drive

This is user error on setting up the correct directory's to point to the new storage locations.
You can backup the camera settings, on each cams setup page. But again, by doing so, you possibly re-import problems that you are trying to cure.
That is the registry entries I refer to in #2 above.
