When you format each drive, you can select the operating mode (R/W or Redundancy).
The two drives can be of different size. Each drive will store different duration. I record 14 cameras at around 4Mbps each. In the screenshot attached the first drive 4TB is in R/W mode and stores approximately 7 days. The second 1TB drive is in Redundancy mode and stores approximately 2 days. However note that the events log is stored ONLY in the first drive irrespectively of its operation mode. If the first drive fails, the NVR will continue to record normally to the second drive without the events log. The above have been confirmed extensively with the DS-7616NI-I2 / 16P NVR.

Has the second drive been 'formatted' by the NVR, and has the first drive filled up?
Thanks for replying Alastair - I guess I just jumped the gun. The HDD was formatted, and the original HDD was full, but it took some time before it actually started using the second HD. I just checked today and it's used ~15% already.

Thanks again!

Thanks for your input as well Aster - it did end up writing to the second HDD, just wasn't immediately after formatting.
