To eliminate motion blur, exposure should be no less than 1/60s.

I’ll try that tonight when it’s dark again. These are the ColorVu version so no IR night setting. I’ll see how 1/60th does for getting a good picture at night and if it solves the LED flickering.
I appreciate all the advice so far!

The website says there should be a URL under the "connect" column (in my last screenshot), but mine is blank.
This suggests that the 'Virtual Host' facility is not enabled.
The tickbox to enable it is in the NVR web GUI under Network | Advanced Settings | Other tab.

The LED lights are flashing 60 times a second. Setting exposure to 60 will only increase the flashing effect.
Actually, the LEDs turn on/off twice during a 60Hz cycle. Which makes them flicker at 120Hz.
Try setting your Frame Rate (and IFrame) to 30FPS, and changing the Exposure to something divisible by 60 (1/60, 1/120).

They pulse at the higher shutter speeds. That is what he is trying to eliminate, but worth a spin!

Hey! Incredible kudos to you. I did not have the virtual host option set. This now lets me into the camera GUI which unlocks a lot more options and I have found the 50/60 Hz option! I can also control white balance now, which is great because the new string lights turned the picture super warm/orange. Can’t wait to give it a try tonight.

Ok, I tried out both 50Hz and 60Hz with every combination of exposure time. I can only change the amount/speed of strobe but never get rid of it. I suppose I just have to find an adequate setting with the least amount of annoyance. I changed the I-frame as well, but it didn't seem to affect anything.

Update! I put up my final camera with a small overlapping view of those LED lights and I didn't observe any flicking in that camera. I took a deep dive to compare the settings between the 2 and found the culprit. Enabling HLC above 40% was causing the strobing effect! I turned that option off and it's fixed!

WDR above 40% also causes the strobing effect.

I appreciate the help and tips because without those, I would not have been able to gain access to the more advanced functions through the camera GUI. Thanks!
