+1 Tailscale I actually run Tailscale on my pfSense firewall. You can even configure an Apple TV 4K (tvOS 17+) as a Tailscale exit node and sub-net router.

IIRC, Starlink employs CGNAT so no public-facing IP is available, at least not with IPv4. Being that you're wanting to access a NVR, I'm thinking you could install Tailscale or ZeroTier on a compatible GL.iNET router and access it remotely that way.

I do not keep the ZT app on all the time. I only toggle it on when I want to use the BI app on my phone. I have found that having the ZT app running 24/7 does drain the battery quite a bit. We have another long trip coming up soon, so I think I am going to setup Tailscale to try it out.

I have Zerotier and Tailscale loaded upon boot on several PCs with no conflict. From time to time one will temporarily not want to play right so the other provides backup. No problems using RealVNC/TightVNC or Splashtop either. Zerotier has given more temporary problems for me.

You may be behind the ISP's CGNAT or they may be blocking certain ports. Alternatively, you can probably use Tailscale or Zerotier.
