By that logic no other manufacture would support same. 50 other camera manufactures have figured out how to do it - there is a specific agreed upon protocol - onvif. Even developers of commercial VMS that sell their own cameras like avigilon support onvif in their cams.

a quick google search indicates that it supports 15w charging. If this is correct then you will benefit from a 15w charger - higher is fine but it wont charge any faster. Lower is fine but it will take longer to charge.

You are both correct. The P does indicate the POE version and therefore the only P version needs the fans because of the heat generated from POE...This is why the smaller x1008p which is 8 port poe does not have a fan because the load is small enough to dissipate with passive cooling.
