but my question is the software of the camera is no able to do ivs and record to a network driver. in other words i can program the camera using the web interface of the camera and set the ivs functions and tell it to record to the network driver.

you can not do something like this and let the camera software do the IVS and everything else

did you try with the dahua software smart PSS

i do have a NAS (synology) that i put together and i am pretty happy with.
