Yes they are but you still take the chance of moisture getting to them, you can wrap them with electrician tape.

They can, but you'll need to protect the pigtail connections from the elements. You don't want that exposed.

awesome job, I've been going nuts trying to find a junction box to fit my cables instead of hiding them or trying to hide them behind the siding. If possible can you post pictures of the camera mounted with your idea. Thanks
