Looking at using one of Intel's new i7s i7-8700 or i7-8700k, 16GB ram, 256GB OS SSD and 8TB storage. I will be hooking the cams to a Netgear GS728TP.

Think this will run good? See anything I should change?

Some folks need to run 25FPS for specific applications, such as a contractual requirement at a casino. Other folks believe they need to run high frame rates simply because they don't know any better...much like myself when I started. Why do you need to run such a high frame rate?

Is there some sort of calculator that i can use to determine what speed cpu is needed for X number of cameras or is it just buy and try?

no there is no calculator...its not useless, it points out the truth.....there is no contract that you have that requires 25fps....you are simply making that number up...

Really and you know this for a fact???? no you don't. There are plenty of contracts that specify the cameras to be used.

Any issues using a 120GB NVMe SSD instead of 250GB for the OS drive with 24 cameras? I have it setup for all cameras to copy to OS drive and then move data to 8tb drive.
