Thank you Dlong2 Will check it out .. Interesting find so sounds like they dont at-least charge per camera and instead per requests. (Source - AWS Marketplace: ANPR Cloud powered by Carmen | Vehicle identification software)

.Another thing interesting will be does the windows app can take advantage of GPU or not

My LPR camera on this quiet residential street captured 2600 plates in August. I haven't looked at their service yet, but it appears to be based on still images rather than a video stream. Also, the cloud tiers don't include any storage features, as OpenALPR does with their CSV files. Blue Iris can save still images of motion events, so maybe there's a way . . .

Using snapshots for LPR collection would be problematic for my set up. As a test I started the collection of triggered images, and the majority of them are not plates, but people, or cross traffic, or any motion which triggers the snap shot. Even when there are plates present in the images, they appear at the wrong instant. A video stream as OpenALPR uses seems ideal for my purposes.
