Any hardware that can detect nearby cell-phone as part of security setup?

My idea of a perfect security setup for home (outside, driveway, etc) is to have a receiver that can detect a cellphone that comes into range (because even teen-age theives carry around their phones all the time). Ideally, the receiver could pick up on the IEMI number broadcast periodically by the phone, and that could be used to ID the thief (along with some good hi-def IR-lit images of the guy trying to break into a car). IEMU catchers is what we're talking about, but not with the intention of faking a cell phone tower but just be able to know if a "new" cell phone is in the area (especially at, say , 3 or 4 am!) and that could be used to trigger camera recording, etc.

Anyone ever place a speaker somewhere to play a short audio clip like "hey- buddy" so that someone sneaking around your place in the middle of the night looks towards the voice - which is where your camera is - so you can get a good look at his face as he's trying to figure out what's going on. ??
