VA is roughly the same as watts (it's actually apparent power). A little different since it accounts for loads with a power factor other than 1.

A 450VA UPS could probably handle a load of 350-400W accounting for power factor, but it might only run that load for 5 minutes. VA doesn't actually determine run time battery capacity does, this is given in amp-hours. UPS almost never spec the Ah, so in practice a UPS with a higher VA ratting usually does run longer. There's also a lot of inefficiency when dealing with UPS which complicates calculations.
