BI with no internet?

Noob question, friend of mine who doesn't have internet wants to have a camera system. Can you run BI with a POE router, PC and cameras and no internet?

You won't be able to access the feeds or records remotely, or update the BI software but yes he can.

He'll need to activate the BI PC on a network first with the key provided.
