Blue Iris CPU spikes or even freezes when monitored via Remote desktop or UI3

My system has been working well for quite sometimes until recently. I am not sure what happened. Followed all tricks I could find online, nothing seems to work.
CPU usage 7-15 with a monitor hooked up directly to the server.
80 -100 or lock up the entire desktop with Remote desktop or UI3 whether on the same network or VPN.
Any suggestions Please?

Configuration:
-16 different brand cameras
-Windows 2019
-HP DL360 G7
-2x8-core 2.67GHz Processors - Total 16-cores
-80GB RAM
-8x300GB 15K RPM drives - RAID 1
-4x1G NIC teaming - LACP
No other software installed.

You are using limit decoding...when viewing the all camera group on ui3, they suddenly all start decoding. You need to disable decoding for the group. There are several threads on this.
