Camera with two way audio

My friend would like to add some hardware to his existing BlueIris system that would allow him to speak from his phone to a camera (or some sort of PoE device). Basically, if he sees someone doing something bad on his lawn, he wants to be able to yell at them from wherever he is -- over wifi or LTE. He already has a camera in this zone, so an audio-only device might be fine. If there's a camera out there that will provide this functionality, he wouldn't mind swapping it in.

Is there anything out there that would provide this functionality?

two way audio via an ip camera is like using an old am cb radio.
one day hopefully a voip system will happen.so speaking and listening would be fluid.
you could use the alarm output to trigger a relay to sound either a siren or powered speaker with a sound recording then you can have fun with that set up.
