Cannot Access Camera After Factory Reset

I have tried factory resetting my camera model DS-2CD2512F-IS several times, but it never gets the 192.168.1.64 IP address and does not show in the sadp tool. I have tried putting my computer on a local network with just a poe switch and the camera and upgrading the firmware to the latest using the tftp tool on 192.0.0.128 and it completed the firmware upgrade successfully. I went back to my network on 192.168.1.1 and when I reset the camera or simply plug it in, nothing. I cannot find where it's getting set, and have no idea what the problem is. I've tried holding the reset button for 10, 15, 20 seconds and nothing. I am not sure what to do at this point. I have 3 other cameras that work flawlessly but this one has had me puzzled for weeks.

According to the manual the default ip address is 192.0.0.64 and not 192.168.1.64.

I have tried accessing that IP and it does not work. The IP on the side of the box is 192.168.1.64. Both do not work.

Try using a program like angry ip scanner to see if it will find the ip address.
I forgot to respond the other morning. I tried using it that night on both 192.168.1.0/255 and 192.0.0.0/255 and both came up empty. I tried again in the morning, resetting both times and giving it time in between, nothing. I just tried it again and nothing. I am not sure what the issue is and why it's not giving itself an IP address. The camera still works because I can reload the firmware via the TFTP, but after that I'm not sure what happens. All of my other cameras have the updated firmware I'm trying to load and they work fine.

Did you set the ip address of your network adapter to the appropriate range before running the scanner? Have you tried loading an earlier version of the firmware in case the file that you downloaded is not being applied correctly?

Just went back to the older firmware. Restarted the camera. Scanned 192.0.0.0/255 and nothing. Changed adapter to 192.168.1.128 and searched 192.168.1.0/255. Nothing. Restarted camera. Changed adapter to 192.168.0.128 and scanned 192.168.0.0/255. Nothing. I'm really not sure what to do at this point.

Are you resetting the camera while it is already powered on? If so, unplug the power to the camera, plug it in and press reset while it is still in the boot up process. This is from the user manual:

"Press RESET about 10s when the camera is powering on or rebooting to restore the default settings, including the user name, password, IP address, port No., etc."

I was manually unplugging the ethernet from the POE switch and waiting 30 seconds before scanning. I tried resetting the camera and scanned everything again. No dice. I have the user manual sitting next to me, and I am beyond frustrated by how difficult this is. Do I need to have a router or connect it to the main network instead? The camera should be manually setting the 192.168.1.64 ip address, so I'm not sure if that matters or not. Right now it's PC -> poe switch -> camera. I only adjust the IP address in the IPv4 settings, the default gateway is empty. Subnet mask defaults to 255.255.255.0. I appreciate all of your help.

Do this one step at a time:

Unplug the camera from the poe switch.
Hold down the reset button and keep it pressed
Plug the camera back into the poe switch while holding the reset button in
Wait 15 seconds and the release the reset button
Once the camera loads, try seeing if you can ping it at 192.168.1.64. Ensure your pc is set to 192.168.1.x where x is anything that's not in use and that it is plugged into the poe switch too.

It is still unreachable. I have a decent understanding of networking, but I am not sure what the problem is here. I have tried 10 secs as stated in the manual, 15 seconds, 20 seconds and still nothing. I've tried pinging a minute after the 10 seconds. unplugging it, waiting 20 seconds, plugging it back in and waiting a minute and pinging it. Still nothing.
