Cannot login in to new cam

Cam is EmpireTech SD1A203T-GN IP Camera 2MP 3X Starlight IR PTZ Network Camera Support PoE English Version

I have 4 of these cams, 3 of which I am able to log into using IE. The fourth, even though it is online, will not present the web GUI to log into to make necessary adjustments. They are all attached to a built in Poe switch, and are the Dahua plug and play variety that chooses an static ip for you.
Where should I look to solve this problem?

default IP of camera is: 192.168.1.108 , I believe. Are the PC and new camera on the same subnet?
I like to use ConfigTool application at times to help find camera's. Hopefully, you did not plug all 4 camera's in at the same time. But instead, configure and setup 1 camera at a time.
I also keep 192.168.1.108 unused on my network just to easily add a new camera and setup config (example: change IP to a different static IP)
