I haven't purchased dedicated cameras yet so have these two for testing.
1. Samsung SNH-P6410BN/US on Wi-Fi. This is only recognized as a RTSP H.264/MJPEG/MPEG4 and keeps resetting to 640x360 at 30 FPS.
2. Microsoft LifeCam Studio 1080P USB webcam.

The WebCam views and records a max of 5 FPS even though I set it to 30 FPS in the camera setup. The Samsung camera gets 10 FPS though it is set to 30 FPS in the camera setup. I can also view 30 FPS at 1080P from the web connection to the Samsung camera. My PC is an i5-2500K 3.3 GHz with 16Gb RAM running Windows 7.

Is there anything I can do to improve the frame rates I'm getting?

Welcome to the forum. Try using this stream for the samsung rtsp://ip_address/profile2/media.smp...
Your issue may be related to V4 as there are still bugs that are being worked on.

Thank you for the reply. I believe that is what I'm using. The Path field shows /profile2/media.smp.

Is there somewhere I can still download v3 from?

Okay thanks. I downloaded the v3 and it shows the same. The USB webcam gets a max of 5 FPS and the Samsung IP camera gets a max of 10 FPS. I read the online help also and disabled my anti-malware software and restarted Blue Iris. Is there some limit in the evaluation version that restricts it to 10 FPS or to 20 Kbps video stream?

No there is no limitation in the demo...Test the samsung wired...are you certain the reported 30fps in the samsung software is accurate?
In blue iris camera properties, is the frame rate set to adjust automatically?
