Definitely is true and needs to be done. At commercial rates it costs ~$22 USD ($23.50 non-commercial rate) for me to ship a 1 lb, 12" or under First Class package (least expensive way) from the US to China or to most all of the rest of the world, Canada/Mexico being a little less. The same package costs somewhere between ~$4.95 and $7.35 to ship at First Class commercial rates within the US depending distance. Shipping the same package from China to the US costs a few dollars even with added services. The cost differences are even more substantial with higher weights/larger packages.
The epacket rates from china are crazy cheap. Even if USPS got the entire amount, I don't see how they couldn't be losing money on every delivery.
