That asshole landowner purely wants to lock out the public from accessing the public land, effectively making the "public" land his. In WYOMING, the Landowner is KING, so I would not have full faith that common sense will rule in the civil case. There have been hunters who hired a HELICOPTER to get to Public land to hunt before.... gee-- the chopper flew through the AIRSPACE above private land to get to the public land.
EDIT: Wyoming law states that if there is no apparent damage, civil penalties are to be less than $100
