CPU for 2 Cameras?

My brother is running two IP cameras and he wants to be able to view them on the TV instead of having to check the video on the PC. He uses a NAS for the storage,so that's not a concern, and the NAS has it's own monitoring software. So basically he wants to have the pc hooked to the TV and just switch inputs to view the video.

Both Cams are .....
1920 x 1080
20 FPS
3072 Kbps bitrate
H.264

I'm thinking maybe an i3 or a lower model i5?

if just the live video, look at a cheap NVR. or search for pi solutions.
