Does this camera have a built-in microphone? I thought it did but not hearing anything. On my dome I have audio.

Is there an option somewhere in the NVR setup to enable? Thanks

The 4231EM-ASE does have a built-in mic. How to set that up for an NVR I can't help with since I don't use an NVR, but I would guess that there's a seting in the NVR for that assuming the NVR is capable of sound as well as video.

From memory the option is on the same page as the video encode options. There's the audio encode settings and a check-box to enable it.

Is the microphone in the hole below the ir and lens or is it on the pigtail? I weather proofed the pigtail is why I'm asking.

It's on the face of the camera, not the pigtail. You're OK. One of the problems I've found with Dahua audio is the "noise filtering" limits the sensitivity too much so I shut off the "noise filter" in the camera config. Works fine, but you do get wind noise.
