Geofence setup on iOS not working

I have the BlueIris app on my iphone 8 Plus version 1.61.01 EDIT updated to version 1.61.02
I have gone into the settings and I see the Geofence radius option but the drop down box say "Off" in a light grey text.
When I attempt to select the drop down box, nothing happens.
what am I missing?
Edit:
I went into the iOS settings then the "app" settings and it only shows
ALLOW BLUE IRIS TO ACCESS
Siri & Search
Notifications
Background App Resresh
Cellular Data

doesn't even show that the app wants to have access to location

Also under Privacy-Location Services
the Blue Iris App is not even listed

that fixed it along with enabling the "remote control" and "status" icons in the app
