The Image sensors, the first is a 2MP Starlight the later is a 4MP Standard..
Light Capabilities: 0.009Lux vs 0.08Lux (Color)
Recording Resolution: 1920x1080 vs 2688×1520

The 2MP Starlight is by far the superior camera of the two; despite having a lower resolution.

Did you scroll down and look at the details of each camera?
The differences are quite obvious.

4MP cmos vs 2MP exmor cmos
non-starlight vs starlight
illumination
frame rate
etc.

Or, am I misinterpreting your question?

I saw 2mp vs 4mp but not sure what starlight is and why it would cost that much. Thanks, I will do more research but most likely go with starlight.
Can I say starlight is better under low light condition?

read my review on the 2MP Starlight here, its got direct comparison shots between that 4MP Sensor and the 2MP Starlight Sensor: Dahua Starlight Varifocal Turret (IPC-HDW5231R-Z)

Starlight is a Dahua marketing term for extremely good low light performance; ie capable of capturing starlight.. same kinda sensors amateurs use for astronomy photographs. They traditionally started off around $350+ for cameras of this performance capabilities.. and when I say used to; I mean like way back in September.. these are some of the best performing cameras for the cost that you can get your hands on.
