Heavy image distortion and motion detection disruption with QuickSync

Not sure how exactly to describe the issue, other than I notice motion clips are overtaken by blurry blotchy colors covering the entire screen. Usually get a couple seconds of clear video followed by several seconds of unrecognizable colors. Ignoring that, get some weird pixelation with significant lighting changes and the motion detection is much more sensitive. The issue impacts all cameras and only started when I enabled hardware acceleration. Plenty of spare memory, GPU utilization is around 50%, and CPU utilization very low. Any ideas?

I've had Hikvision cameras do the rainbow distortion thing with hardware acceleration before, but it was never predictable. It would pop up at random after behaving itself for months, and go away only when restarting the stream in Blue Iris.

Just noticed GPU utilization is touching 100%. Not continuous but if the SVC change doesn't work I might pull a couple cameras off hardware acceleration to see if bringing GPU utilization down helps at all.
