Help with Watchdog

I am trying to run the watchdog in BI to do the following:
after 5 timeouts (set to 60 seconds per timeout) - Restart camera
after 10 timeouts - Reboot camera, if possible
after 15 timeouts, execute script to reboot server.

I have everything set up, what I believe to be correct, but upon testing (unplug a cam) it retstarts the camera windows repeatedly, and never gets to the script.

Any idea? Is this even possible?

Some added info... I have the BI service running as a local admin. I got the script to kick off, however..... In the watchdog tab, I can set the timeout period for 120 seconds and put to fire the script off after 2 timeouts. The script will fire in 120 seconds. The log never shows and increase in the "NoSignal" column. For instance, I can put timeout period of 60 seconds, restart cam after 5 timeouts, attempt reboot after 10 timeouts, and execute script after 15 timeouts. When watching the log, each time is gets to 60 seconds the camera refreshes (restart) and the timer goes to "0", the "NoSignal" column does not advance and stays at "0".

Can't you fix the cams to be more reliable first?
