the PC IP address must be 192.0.0.128 for the tftp updater to work.

Does the tftp updater status show 'TFTP server 192.0.0.128 initialised' ?
Requires:
Camera and PC both on a wired connection (not WiFi) to a switch or router.
Windows firewall 'inbound allow' rule for tftpserve.exe
Best with Win7 - Win10 can be unreliable with the tftp updater.
