What caused the problem?
The firmware can be re-installed using the Hikvision tftp updater.

Hikvision IP Camera Emergency Firmware Recovery TFTP. Check this thread for info on how to use this tool to un-brick your Hikvision camera.
If that doesn't work - you'd need to connect to the serial console using PuTTY to see what's happening.
