The main reasons that these scammers in the main are in India (didn't realise that they were also in Pakistan) is that the law enforcement over there is pretty lapse. No idea if things have changed recently but for example if you were scammed and wanted to report it they would expect you to fly to the actual town and report to the local police in person, who in turn would do nothing.
Given the issue I'm really surprised that the government doesn't do anything as most people associate India and Nigeria with scammers.
I watched a few vids on YT about scam centres being closed down but with the level of corruption I reckon they will pay their way out.
I have a holiday home in India and in my community there is an active politician and a retired police person who was pretty high up. Both of these guys have built mansions, most likely using corrupt money as there is no way they would have been able to do so on their salaries even if they saved for 30+ years.
When I am in India I refuse to bribe anybody but you then have to consider your options so if stopped by the police then there is little option except to pass over Rs100 else they really can make your life hell and even stop you from leaving the country
