I was wondering if anyone had any thoughts on the way this image looks, is it the camera or the settings
Settings are close to default.

Hi, I would start by setting your iFrame interval to your fps. 30fps is already an upperlimit, especially if you want good quality frames instead of lots of less-quality ones.

Looks like the long exposure leads to blurring of moving objects/people. Your stream settings are maxed out on bitrate and inefficiency, no way to obtain more image quality there; conversely, tons of room to gain bitrate efficiency.
