Is this normal? .MP4 playback copied from NVR

NVR is Lorex 4K model
camera is 5MP dome 2592 × 1944 at 15FPS

is this normal when i copy a backup file to have a border on both sides when played (VLC) in windows machine?

At this resolution you have a aspect ratio of 1.33 so on a HD screen it will have a border.
