Mobile login: Unable to connect, user limit

Hi guys.
This is a new error i am getting, i went through all of BI config on the server and i am sure i am missing where i can fix this issue.
Does anyone knows how i can fix this?

In the webserver tab there is a user limit option...the default is 99..
