Motion blur and pink bits

Hi, anyone know what is causing these pink bits, they only seem to happen on fast moving objects, and why is it so blurred when the exposure is set the same as another Hik but no blur. There is also a problem with fast moving objects becoming choppy, people walking it is fine but any speed and its either choppy or looks like they have a limp.

Manufacture and model number of camera .
screen shot of the camera configuration in the camera ? Bit rate, fps, iframe, shutter speed, compression ......

Are you use Intel hardware acceleration quick sync ?
Are you running headless, if so attach a monitor or a dummy hdmi plug.

I have a Hikvision DS-7608NI-I2/8P NVR and am using a DS-2DE4A425IW-DE PTZ and when enabling WDR and motion is on the screen it goes pink and ghosting like images above.
