Need DVR/system recommendation

Is there a DVR/system that would meet our criteria?

• Supports up to 6 POE HD cameras (plan for just 3-4 to start, but want to plan for expansion)
• Provides fast alert to a mobile phone.
  
  • A note on this: We've tried a few commercial wireless cameras (Ring, etc.) that by the time we were alerted, the person was walking away from the camera, and all we saw was their butts. We're hoping that by using POE cameras, we can get quick alerts that aren't dependent on wireless.
• Low or no monthly access fee.

My instinct is to decide on a DVR first, then decide on the cameras we need for the various locations. But if you have a recommendation for a full system that includes cameras, please let me know that as well.
