New challenge: Error 10061 "connection refused" on port 81

All,
The latest in a recent string of BI-related issues: I use the JSON interface with some Python code to turn BI Alerting on or off depending on the state of my alarm/home automation system. If the HA system is set to "Away" or "Night", I turn alerting on. If "Disarmed", I turn it off.
Suddenly, the interface fails with the above error, indicating port 81 on the BI server is refusing connections. However, a port scanner clearly shows it is listening on port 81 and that BI is connected.
Any advice would be appreciated.

O/S updates: Yes. BI Updates: Yes, I keep current. A/V, firewall, router, ISP: No.
