On a cheap English version IP Cam that has been on the market

for a year, why would I need to update the firmware if I use a Synology Diskstation?

Does it matter that I can't update the firmware of the camera?

If you are exposing the diskstation to the internet (which I would not advise anyway), that would be a good reason to keep its firmware updated for the latest security fixes.

As long as things run stable, don't update firmware. Not unless it adds a feature or bug fix that you want.
