Overlay Timed Weather Graphics

I am trying to overlay updating graphics onto my camera. I can create the graphic on my web server every few minutes but want that to update on the overlay. I have looked at BI Tools and it should be a simple matter but I haven't been able to wrap my mind around a way to do it. I have seen how to add a graphic as a camera feed but not how to overlay that feed onto another one.

Any assistance would be greatly appreciated.

If I'm reading your question correctly, you have an image made on your server that updates every few minutes with the same name? If so,
Camera settings...
Video
Enable overlays (Edit)
Add image...
Select the image made on your server
Save
Ok
Ok

Good?

That overlays the static image.png at that moment. It does not change as the image changes.

Also, would be nice to make it fully dynamic using image.php but the image overlay is extension specific,jpg,bmp,png,gif, so it won't let me add .php
